RMS Phone Policy

Roosevelt Middle School Cell Phone/Electronic Use Policy 

*Please note that our Cell Phone Policy has CHANGED in order to become compliant with California’s new law (Assembly Bill 3216) that came into effect  on July 1, 2026.  Below is OUSD’s new Middle School Network rules in regards to electronic use/cell phones. 

As of August 7th, 2023 all public middle schools in Oakland will follow the same cell phone policy:  middle school students will not be allowed to use cell phones or any personal electronics (earbuds, iPhone, airpod, apple watch, etc.) anytime while on campus.

 

Escalation of Electronic Device Consequences  

  • 1st offense – device is confiscated until the end of the school day, returned to students and tracked in our database.  Family is notified and the cell phone policy is reviewed with a parent/guardian.
  • 2nd offense – device is confiscated and stored in the office until a parent/guardian comes to pick it up.  Family is notified and the cell phone policy is reviewed with a parent/guardian.
  • 3rd offense – device is confiscated and is held in the office until a parent/guardian comes to pick it up. Family is notified and the cell phone policy is reviewed during a conference with an administrator. A contract will have to be signed in which the student must turn the phone in at the office at the beginning of the day and pick it up after school.  The contract would be in place for 1 week.
  • 4th offense - device is confiscated and is held in the office until a parent/guardian comes to pick it up. Family is notified and the cell phone policy is reviewed during a conference with an administrator.   A contract will have to be signed in which the student must turn the phone in at the office at the beginning of the day and pick it up after school.   The contract would be in place for 1 month.
  • 5th offense - device is confiscated and is held in the office until a parent/guardian comes to pick it up. Family is notified and the cell phone policy is reviewed during a conference with an administrator.   A contract will have to be signed in which the student must turn the phone in at the office at the beginning of the day and pick it up after school.  The contract would be in place for the remainder of the school year.

Personal Electronics (including cell phones, airpods/headphones, smart watches, video games, etc.) should only be used in accordance with district guidelines during all in person and virtual school related activities (classes and school related events, digital platforms like Google Classroom, Schoology, Zoom, social media accounts, direct messaging, etc.)  In order to provide a safe and supportive learning environment the following will result in disciplinary action:

  • Cyber bullying
  • Taking screenshots of students, staff or school related activities
  • Posting or sharing images of other students or school personnel without their knowledge or consent
  • Creating accounts with images of other students or school personnel without their knowledge or consent

All inappropriate actions will be reported to the Administration.

Consequences may include:

  • Parent/Guardian notification
  • Parent/Guardian meeting with Roosevelt Administrators
  • Disciplinary actions up to and including:  
    • Loss of privileges and exclusion from participating in school related activities (field trips, dances, picnics, 8th grade promotion ceremony)
    • Detention
    • Suspension and possibly Expulsion.
